Over more than 20 years in fed­er­al and state gov­ern­ment affairs, Ted has earned a rep­u­ta­tion for devel­op­ing bipar­ti­san pol­i­cy solu­tions that dri­ve invest­ment in clean tech­nolo­gies. He is a lead­ing voice on waste-to-ener­gy (WTE), pro­mot­ing WTE tech­nol­o­gy to max­i­mize the recov­ery of mate­ri­als and ener­gy from any system.

As a strate­gic advi­sor on ener­gy effi­cien­cy and the Clean Pow­er Plan, Ted has co-authored fre­quent­ly-cit­ed white papers and pub­lic com­ments on com­pli­ance strate­gies tar­get­ed to over­com­ing ener­gy effi­cien­cy mar­ket barriers.

Ted’s cred­its include work­ing exten­sive­ly on the Small Busi­ness Lia­bil­i­ty Relief and Brown­fields Revi­tal­iza­tion Act, which was signed into law on Jan­u­ary 11, 2002. It has unleashed invest­ment in aban­doned and under-uti­lized properties.
