Cassie Lopina

Cassie Lopina has over 13 years of experience working for air quality control agencies including California Air Resources Board (CARB) and San Joaquin Valley Air Pollution Control District. Cassie has addressed complex challenges in air quality and climate programs including identifying and removing barriers delaying the transition to clean technology, developing strategies to comply with multidimensional regulatory requirements, resolving loopholes that create enforcement issues, and developing creative solutions to address concerns over local emissions exposure.

At AJW, Cassie supports clients with her deep understanding of air quality programs, including industrial source permitting requirements and CARB mobile source regulations. She has advised innovative technology manufacturers on potential pathways to support technology commercialization. Cassie also has a strong interest in providing up-to-date information on the evolution of national environmental justice efforts to clients interested in evaluating potential risks and emerging opportunities.

Prior to joining AJW, Cassie developed a strong technical background at CARB while developing new regulations and test procedures to control evaporative emissions from off-road recreational vehicles. Cassie also supervised a team responsible for implementing California’s Environmental Justice Program. This work included improvements to public transparency, community engagement efforts, and identifying emissions reduction strategies in overburdened communities.

Cassie received her M.S. in Environmental Management from the University of San Francisco and her B.S. in Environmental Policy Analysis and Planning from U.C. Davis.
