November 26, 2014 – Seven energy service companies (ESCOs) today released a technical paper entitled, “Greenhouse Gas Reductions through Performance Contracting under EPA’s Clean Power Plan.” The paper was submitted jointly by the ESCOs to EPA as public comment on the proposed Clean Power Plan. It provides background on performance contracting (PC), includes a detailed analysis of the benefits of including PC projects in state plans, and identifies EPA and state actions needed for PC projects to contribute to the Clean Power Plan. The Clean Power Plan is a proposed regulation to reduce greenhouse gas emissions from fossil fuel-fired electric generating units under section 111(d) of the Clean Air Act.
